The full text of press release by special Adviser to Lagos State Governor on Works and Infrastructure, Engr. Mrs Aramide Monsurat Adeyoye, this was made available during a press briefing in commemoration of the one year of Governor Babajide Olusola Sanwoolu as Lagos State Governor.
INTRODUCTION
A key component of the inclusive governance adopted by the present administration is the feedback mechanism provided by an interaction such as this and as such, it is with great pleasure that I bring to you; the Ladies and Gentlemen of the press and the general public, our scorecard for the period since May 2019 – May 2020.
The mandate of the Lagos State Ministry of Works and Infrastructure is to develop first-class infrastructure to support the State’s growing population as well as serve as the critical development driver of the State’s vision of being Africa’s Model Smart-City and a Global Economic/Financial Hub.
One year into the administration of Mr Governor, Mr. Babajide Sanwo-Olu, and the Deputy Governor Mr Obafemi Hamzat, the Ministry of Works and Infrastructure has shown a deep sense of responsibility and commitment towards the completion of all inherited projects and have also embarked upon new iconic projects that will be the bedrock of our developmental strides. The dwindling financial resources occasioned by the recent pandemic and global economic recession notwithstanding we are poised to impact positively on the lives of the citizenry
The role of the Ministry of Works and Infrastructure in the overall performance and delivery of the “THEMES” Agenda is key, and underlines our position as a critical development driver of the State’s “Greater Lagos” vision.
STRATEGIC THRUST FOR KEY DELIVERABLES IN THE WORKS AND INFRASTRUCTURE FOR THEMES AGENDA (MAY 29, 2019 TO DATE)
At the inception of this administration in May 2019, Mister Governor approved the requisite strategies, plans, policies and projects that would have high impact on the socio economic well-being of the people of Lagos state in accordance with the Transport and Traffic Management (T) pillar of the THEMES agenda. The Strategies include the following:
Fixing potholes and carrying out general road maintenance across the Local Government Areas of the State. – “ZERO TOLERANCE TO POT HOLES”
Continuation of strategic on-going Roads and Development of new roads linking communities with a view to achieving the Integrated Inter-modal Transportation Initiative
Continuation of strategic on-going public buildings.
Facility management and maintenance of public buildings.
Continuation of strategic roads and link bridges in line with the State Transport Master Plan (STMP) and THEMES AGENDA
Public Infrastructural Improvement Partnership for increased Private Sector Participation
Urban Regeneration Initiatives
The achievements in the last one-year on the aforementioned strategies and projects are as follows:
FIXING OF POTHOLES AND GENERAL ROAD MAINTENANCE ACROSS THE STATE.
At the inception of our administration the roads were in a deplorable condition and this was further worsened by the heavy rains. The roads in the metropolis were pothole infested and the drains silted, thus causing painful traffic gridlocks and the attendant increase in travel time and avoidable stress to the citizenry and commuting public.
The need to address the backlog maintenance of roads in the metropolis thus necessitated the declaration of state of emergency in a two-pronged approach, through;
the engagement of major contractors by the Ministry of Works & Infrastructure
Task Force in the Public Works Corporation
I will speak to these achievements when we focus on the Public Works Corporation.
CONTINUATION OF STRATEGIC ONGOING ROADS PROJECTS
Since Governance is a continuum, the administration has continued with strategic road projects inherited from previous administrations.
Such projects include the following:
PEN CINEMA FLYOVER
The construction of Pen Cinema flyover and access roads in Agege, currently at over 50% stage of work is scheduled for completion in September this year 2020. On completion the flyover is expected to resolve the perennial traffic gridlock in Agege and its environs.
MURTALA MUHAMMED INTERNATIONAL AIRPORT ROAD
Our Administration is also determined to complete the outstanding works on the Airport road presently at 92% stage of completion. The outstanding works, which includes the completion of the four pedestrian bridges along the road with other road furniture to enhance its safety and aesthetics, would be completed soon.
THE LAGOS-BADAGRY EXPRESSWAY
The State Government is also vigorously pursuing the continuation of the LAGOS-BADAGRY EXPRESSWAY. The Project which was divided into 3 lots with LOT 1 spanning from Eric Moore to Mazamaza which has since been completed. LOT 2, Segment 1; from Mazamaza – Agboju is also completed while Segment 2; Agboju – Trade Fair is at 76% completion. Segment 3; Trade Fair to Okokomaiko is at 23% completion. However, the section from Trade fair to LASU entrance gate is scheduled for completion by the end of the year.
CONSTRUCTION OF AGRIC-ISAWO ROAD, IKORODU
The Rehabilitation/Upgrading of the Agric-Isawo road into a 4-lane Dual Carriageway was conceived to link Ikorodu axis with Lagos-Ibadan Expressway through Arepo in Ogun State. Upon completion, Agric –Isawo road will enhance vehicular movement from Ikorodu area to Lagos-Ibadan Expressway; reduce traffic gridlock between Ikorodu & Ketu occassioned by the heavy vehicular traffic on Ikorodu road. It would also enhance Property Value and Socio-economic well-being of this densely populated axis. We have recorded over 20% progress for the project and works is progressing satisfactorily.
REHABILITATION AND UPGRADING OF IGBOGBO-BOLA AHMED TINUBU-IGBE ROAD, IKORODU
The reconstruction and upgrade Of Igbogbo-Bola Ahmed Tinubu-igbe Road, Ikorodu is another Strategic project in the Ikorodu axis that is in progress. The road is a major strategic road that provides access to several communities within Ikorodu axis. So far over 12% work progress has been attained.
COMPLETION OF 31 STRATEGIC NETWORK OF ROADS IN OJOKORO LCDA
To underscore its commitment to road infrastructure development state-wide, the State Government during the period under review completed and commissioned the 31 network of roads In Ojokoro LCDA. The completion of these network of roads has offered traffic relief to the area, improve socio-economic activities and interconnectivity to the neighbouring Ogun State. The 20.2 km. length of network of road executed in two phases also creates easy access and reliefs the Lagos-Abeokuta Expressway.
CONSTRUCTION OF SAMUEL EKUNDAYO/TOGA ROAD IN BADAGRY LGA
The Construction of Samuel Ekundayo/Toga Road in Badagry Local Government Area is also a strategic arterial road which was proposed to be executed in phases, Joseph Dosu Road/Samuel Ekundayo Road Intersection – Samuel Ekundayo Road/Toga Road Intersection, Samuel Ekundayo Road/Toga Road Intersection – Toga Road/Lagos-Badagry Expressway Intersection and Samuel Ekundayo Road/Toga Road Intersection – Samuel Ekundayo/Aradagun-Iworo-Ajido-Epeme Road Intersection. The project when completed will serve as an alternative route to a section of Lagos-Badagry Expressway from Badagry Roundabout to Limca/Ibereko. The road is also designed to improve the road and community inter connectivity and thereby give rise to improved socio-economic activities within the area. The overall progress recorded on the road is over 40%
CONSTRUCTION OF ISHEFUN-CAMP DAVIES-IJON ROAD NETWORK IN ALIMOSHO LOCAL GOVERNMENT AREA
The Construction of Ishefun – Camp Davies – Ijon Road Network in Alimosho Local Government Area is another project that reinforces the fact that Lagos State Government is willing to commit resources to infrastructure development.
This project is a continuation of New Market/Ishefun road, a dual carriage way which was earlier executed to Ishefun – Aiyetoro intersection. The project will terminate at Ijon Town where a floating Jetty will be executed to enhance trade, commerce and integrated intermodal transportation in the axis.
LAGOS–OGUN BOUNDARY ROADS WITH BRIDGE (PHASE II)
The Construction of Lagos-Ogun State Boundary Roads (LOB) in Alimosho Local Government Area was conceived in line with the vision to improve connectivity between Alimosho L.G.A and neighbouring Ogun State thereby reducing travel time and loss of man hour as well as Boost trade, commerce and investment opportunities in the axis. The on-going phase II will complement the Network of Twenty-One (21) Roads and two (2) Bridges executed in Phase I and abate perennial flooding in the axis. The project is at 70% completion
CONSTRUCTION OF ARADAGUN – IMEKE – IWORO-AJIDO- EPEME ROAD (PHASE II)
In reaffirming the current administration’s commitment to catalyse the tourism sector in Badagry Division, The Phase II is to complement the earlier concluded Phase I; Iworo-Ajido and Ipeme roads in Badagry. The roads constructed around this corridor will provide motorable access to the various communities within the area, boost trade, commerce and investment opportunities within Imeke, Iworo, Ajido and Ipeme communities and open up the tourism potentials of the communities.
In an effort to complete the project within the corridor, the Phase III has been awarded and preliminary works already in progress. It is designed to connect the Lagos Badagry Expressway.
CONTINUATION OF STRATEGIC ON-GOING PUBLIC BUILDINGS
As parts of our ministerial mandate, the Ministry is saddled with the responsibility of developing new and continual maintenance of existing public buildings. Some of the buildings the ministry is currently working on are
MULTI-LEVEL FACILITY (CAR PARK) ONIKAN
The facility designed to accommodate 384 cars is a 6 floors edifice with offices and 2 banquet rooms. It has an auditorium sitting 800 guest complete with Elevator, Fire Alarm system, Cctv and a mini grid Solar Power system. The project is currently at 83% completion
MULTI-AGENCY OFFICE COMPLEX ALAUSA
The Multi Agency Office Complex is a 3 Block edifice with over 120 office spaces and connected by pedestrian interlinks conceived to boost inter-agency networking and ease the accommodation challenges of Government Agencies
It consists of 8 floors with a pent house with elevators. And kitchen for each block and conference rooms. It has a car park with capacity for over 700 vehicles, the project is at 78% completion
RESTORATION OF GLOVER MEMORIAL HALL, MARINA.
The prestigious Glover hall located on Customs Street off Marina road Lagos was established in 1889. It was charged with the responsibility of promoting the social-cultural educational values of the people of Lagos. In the past, it has met these objectives successfully. The State Government has decided to revamp the 3 storey theatre and restore its usage by taking cognizance of present technological advances, modernization/upgrade of some services. The work is on-going and at 85% stage of completion.
J K RANDLE CENTRE FOR YORUBA CULTURE AND HISTORY
Redevelopment of J.K Randle Centre for Yoruba Culture and History will help to enhance learning, tourism with recreational activities The Project is progressing steadily.
However, it is noteworthy that some building projects have been completed and commissioned; this includes, the High Court Badore; Police Area Command Ilashe and the Police Area Command Elemoro (Phase 1)
CONSTRUCTION OF NEW STRATEGIC ROADS AND LINK BRIDGES
REHABILITATION AND UPGRADING OF THE 6-KM PHASE 1 OF 11 KM LONG IJEDE ROAD
Ijede Road is a major strategic road that cuts across four Local Government Areas/LCDAs and it is the only major road leading to Ijede Town, Gberigbe Town, Agura Town and about Thirty-Seven (37) Communities in Ikorodu LGA. The first Phase of the rehabilitation and upgrade project will deliver 6.05km dual Carriageway of 14.

Upon completion, the road will improve road connectivity, improve traffic flow, reduce travel time, enhance Intermodal transportation and improve the health of residents and enhance the value of property.
CONSTRUCTION OF LEKKI REGIONAL ROAD
The Lekki Sub-region is the new economic centre of Lagos with huge amount invested in the region. These include the Lekki Free Trade Zone, Lekki Ports, Dangote Petrochemical Plant, Lekki Airports, and other industrial and commercial developments to name a few, coupled with the numerous housing developments (public and private) springing up in the corridor. With traffic volumes in excess of 100,000 vehicles per day, the almost 10 km long Lekki Regional Road, takes off at the Victoria Garden City and terminates at Freedom Road, Lekki Scheme 1.
The road upon completion would serve as an alternative to the Lekki-Epe Expressway, which is already very congested and is at present the only road serving the Lekki Sub-region.
CONSTRUCTION OF 38KM 4TH MAINLAND BRIDGE PROJECT
The 4th Mainland Bridge, which is a project that has been in the pipe-works for about 20 years and intended to provide a useful additional link between the Lagos Mainland [Ikorodu] and the Eti-Osa corridor is in consonance with State Transport Master Plan (STMP) and the Eti Osa/Ikorodu Master Plan, with the adoption of Public Private Partnerships (PPP) as the procurement model.
The project procurement process has commenced with the successful completion of the Expression of Interest (EoI) Stage, which had 52 proponents/Bidders show interest and 32 compliant responses. The Request for Qualification (RFQ) stage is nearing completion, and this is expected to lead to the next stage, which is “Request for Proposal” (RFP) stage.
IJEGUN, IJAGEMO AND IJEDODO NETWORK OF ROADS.
In furtherance of the priority given to road rehabilitation and construction in Lagos state, the people of the flood prone areas of Ijegun, Ijagemo and Ijedodo will soon put harrowing experience behind them as the State Government prepares to construct the phase I of the project situated in Ojo Lacal Government Area.
REHABILITATION OF OBA SEKUMADE ROAD IN IKORODU LGA
OBA SEKUMADE Road is a major strategic road that serves as the only alternate road from Ikorodu town to link Lagos-Ikorodu Road. It connects about 20 Communities in Ikorodu West LCDA to Ogolonto Bus Stop on the Lagos-Ikorodu Expressway. It terminates at the Ikorodu Jetty, a major hub for water transportation to Lagos Mainland, Lagos Island and to Epe and Badagry divisions. The contractor will mobilise to site very soon.
Upon completion, the road will improve road connectivity, improve traffic flow, reduce travel time, enhance Intermodal transportation and improve the health of residents and enhance the value of property.
PUBLIC INFRASTRUCTURE IMPROVEMENT PARTNERSHIP PROGRAMME (PIIP)
UPGRADE OF NETWORK OF ROADS IN ONIRU ESTATE USING PRIVATE SECTOR PARTICIPATION INITIATIVE WITH ACCESS BANK
The flag- off of the infrastructural upgrading of Oniru network of roads –Muri Okunola Extension, Ligali Ayorinde, Akin Olugbade along with 7 major junctions all in Iru –Victoria Island Local Council Development Area, Lagos State was done in December, 2019 under a Public Infrastructure Improvement Partnership (PIIP). Presently, the Project is at 65% completion
The project will mitigate the traffic grid lock associated with the corridor and improve connectivity.
URBAN REGENERATION INITIATIVES
This is an initiative aimed at re-engineering the designated roads to improve traffic flow, network efficiency and address perennial flooding. The present initiative is the first phase of the programme

LAGOS STATE PUBLIC WORKS CORPORATION (LSPWC)
In line with the policy thrust of the present administration the role of Public Works is to ensure timely repair of roads across the state with the objective of bringing impactful succour and relief to the people of Lagos.
This process has been made possible by the re-positioned and re-branded Public Works Corporation with emphasis on Quality Assurance and Quality Control (QA/QC) in conformance to the desired standards.
It is pertinent to mention that during the period under review, the Corporation has undertaken palliative intervention on Ninety (90) Roads across the state via the zero tolerance for potholes Initiative. This list of roads is contained in the table 1 as presented below
Furthermore, the Corporation executed sectional road rehabilitation works on Two Hundred and Sixty One (261) roads within the metropolis. This is presented in Table 2

LAGOS STATE ASSET INFRASTRUCTURE MANAGEMENT AGENCY (LASIAMA)
The Ministry of Works and Infrastructure aside from engaging in the renovation of public building also supervises LASIAMA an agency created solely for the purpose of maintaining critical Public Infrastructure
Effective management of infrastructure assets is central to the public sector providing an acceptable standard of service to the public, and as such the Agency is saddled with the responsibility of ensuring that public buildings are safe, durable and sustainable.
Below are some of Government Infrastructure being handled by the Agency
LAGOS STATE MATERIALS TESTING LABORATORY (LSMTL)
The Agency was established by Lagos State Materials Testing Laboratory (LSMTL) Law of 2006, with its main objective to provide quality control in the built environment, in conformity with standards set by the Standard Organization of Nigeria (SON). It also monitors and supervises block moulding industries, developers and superintends private construction industry based laboratories.
The Agency also partners with corporate organizations involved in the manufacture of building materials to ensure standards.
In the last one year, the Agency has increased its activities in advocacy, monitoring of construction sites, enforcement and leveraging on its association with the built environment to deliver on its mandate.
CONCLUSION
As we commemorate the 1st anniversary of this Administration, I want to state the Ministry’s unequivocal alignment to the THEMES Agenda and to the “Greater Lagos” vision of Mr Babajide Olusola Sanwo-Olu led Administration.
We have in the last One Year been able to provide better riding surface leading to reduced maintenance cost, reduced travel time – saving important man-hours that would have been otherwise lost to traffic. This has also boosted inter connectivity and generally make life more meaningful to road users in Lagos State.
Also we have been able to demonstrate the linkage of roads and infrastructure delivery to employment generation, better life, and improved socio-economic well-being of the populace.
While admitting that our experience in the last one year has been challenging, especially considering the present pandemic induced economic depression, I must not fail to also recognise that we are lucky to be blessed with the visionary leadership of Mr. Babajide Sanwo-Olu who is fully committed to bringing economic prosperity to Lagosians through massive infrastructural improvement programmes. We shall continue to deliver 21st century infrastructure that will make the greater Lagos journey a reality.
