In a groundbreaking development for the Nigerian aviation sector, the Ministry of Aviation and Aerospace Development, led by the Hon. Minister Festus Keyamo, SAN, CON, FCIArb (UK), announced a major regulatory advancement on October 16, 2024.

The Nigerian Civil Aviation Authority (NCAA) has updated its Procedures for Recordation of the Irrevocable De-registration and Export Request Authorization (IDERA), a key document that boosts Nigeria’s standing in the global aviation space.

This milestone underscores Nigeria’s commitment to fully complying with the Cape Town Convention, a global treaty designed to facilitate asset-based financing and leasing in aviation.

By aligning its procedures with international standards, Nigeria positions itself as a more attractive destination for aircraft leasing and financing, ensuring robust support for stakeholders in the aviation industry.

Hon. Festus Keyamo highlighted the far-reaching implications of this development, noting that the updated IDERA procedures will bring clarity and confidence to local and international players in the sector.

“This is a significant step forward in reinforcing our aviation system,” the minister remarked. “It provides clear guidance for industry stakeholders and enhances the regulatory framework necessary for fostering a thriving and secure aviation environment.”

Key Highlights of the Milestone Include:

Clarified Regulations: The updated procedures offer clearer guidance on the recordation and enforcement of IDERA, ensuring a transparent and efficient process for all stakeholders.

Judicial Support: The Federal High Court has issued Practice Directions to expedite relief for creditors, reducing delays and improving efficiency in resolving disputes.

Global Standards Alignment: The Ministry continues its collaboration with the Aviation Working Group, ensuring Nigeria’s aviation regulations meet international best practices and remain competitive in the global market.

This achievement is set to strengthen investor confidence and attract more global partnerships, marking a new era for Nigeria’s aviation industry. With clearer regulations and improved legal frameworks, the nation is poised for greater investment, growth, and long-term sustainability in the aviation sector.

As Nigeria takes this bold step, it paves the way for enhanced efficiency, stronger legal backing, and a more vibrant aviation industry, propelling the country to the forefront of the global aviation landscape.
