In recent months, the Lagos Waste Management Authority (LAWMA) has intensified its crackdown on indiscriminate waste disposal across the state. Operations have led to the apprehension of over 300 offenders, particularly targeting illegal cart pushers who collect waste and dump it at unauthorized locations. LAWMA’s efforts, including the deployment of enforcement squads and the removal of waste from illegal dumpsites, underscore the agency’s commitment to maintaining a clean and livable city.

While these enforcement actions are commendable, they highlight a more profound issue: the systemic inadequacies in Nigeria’s waste management infrastructure.

Nigeria generates approximately 32 million tonnes of solid waste annually, with only about 30% being collected and properly disposed of. This shortfall is particularly evident in low-income neighborhoods, where residents often lack access to formal waste collection services. Consequently, many resort to illegal dumping, leading to environmental degradation and health hazards.

The financial burden of waste disposal further exacerbates the problem. In communities where residents struggle to meet basic needs, paying for waste collection services becomes a low priority. This situation calls for a reevaluation of waste management policies to ensure they are inclusive and considerate of the socio-economic realities of all citizens.

The National Orientation Agency (NOA) is tasked with promoting civic responsibility and national values. However, its visibility and impact in addressing environmental issues, particularly waste management, remain limited. Effective public sensitization campaigns are crucial in changing attitudes and behaviors towards waste disposal. Collaborative efforts between NOA and agencies like LAWMA could enhance public awareness and participation in maintaining a clean environment.

Nigeria’s history offers valuable lessons in promoting discipline and civic responsibility. The War Against Indiscipline (WAI) campaign of the 1980s, initiated by the Buhari/Idiagbon regime, sought to instill values such as punctuality, cleanliness, and patriotism. While some of its methods were controversial, the campaign succeeded in fostering a sense of national pride and responsibility.

Reviving such initiatives, adapted to contemporary contexts and implemented with respect for human rights, could play a significant role in addressing current challenges.

To effectively tackle the waste management crisis, Nigeria must:

  • Develop Inclusive Policies: Ensure waste management services are accessible and affordable for all, particularly marginalized communities.

  • Strengthen Institutional Collaboration: Foster partnerships between agencies like LAWMA, NOA, and community organizations to enhance efficiency and public engagement.

  • Promote Public Education: Implement nationwide campaigns to educate citizens on the importance of proper waste disposal and environmental conservation.

  • Invest in Infrastructure: Upgrade waste collection and recycling facilities to handle the increasing volume of waste effectively.

Addressing the waste management crisis requires more than enforcement; it demands a holistic approach that combines policy reform, public education, and community involvement. By learning from past initiatives and fostering collaboration across sectors, Nigeria can pave the way towards a cleaner and more sustainable future.
