The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (rtd), has urged the contractor handling the reconstruction of the Rivers State House of Assembly Complex to expedite work and ensure timely delivery as per the agreed timeline.

Vice Admiral Ibas made this appeal during an inspection visit to the project site on Saturday. The Assembly Complex, located along Moscow Road in the Port Harcourt Local Government Area, is undergoing a major reconstruction after being demolished by the suspended Governor, Siminalayi Fubara.
Speaking during the inspection, the Sole Administrator reaffirmed his commitment to restoring full and effective legislative activities in the state, noting that one of his primary mandates is to rebuild the critical pillar of governance that has been absent for months.
“In the past two days since assuming office, I have observed that a fundamental pillar of the state governance structure—the legislature—is missing. To function effectively, they need a suitable place to work from,” Vice Admiral Ibas stated. “My appointment is fundamentally aimed at maintaining law and order, and part of that responsibility is ensuring that all arms of government are operational and effective.”
The reconstruction project, awarded to Monier Construction Company (MCC) Limited, has progressed significantly. The new complex is designed as a two-storey building with 34 en-suite offices, an elevator, a spacious gallery, meeting rooms, and a modern conference hall.

During the inspection, Vice Admiral Ibas was accompanied by the Head of the Rivers State Civil Service, Dr. George Nwaeke. The General Manager of MCC, Engr. Omaka Oko, conducted the delegation around the site, highlighting the progress made and the remaining tasks.
Vice Admiral Ibas expressed satisfaction with the pace and quality of work but reiterated the need for sustained momentum to meet the completion deadline. He noted that the functional legislative complex would mark a significant step towards restoring stability and governance in the state.
The Sole Administrator reassured the people of Rivers State that his administration remains committed to rebuilding institutions and fostering a conducive environment for legislative duties.
