The appointment of Major General Adeyinka Famadewa as Special Adviser on Homeland Security to President Bola Ahmed Tinubu has sparked fresh conversations on the Federal Government’s evolving strategy to strengthen Nigeria’s national security architecture through intelligence coordination, rapid response systems, and institutional reforms.

Security analysts believe the move signals a deliberate effort by the Tinubu administration to tackle the long-standing challenge of weak synergy among Nigeria’s numerous security and emergency management agencies.

Although the Homeland Security structure may eventually require an Act of the National Assembly for full establishment and legal backing, the immediate objective is to improve operational coordination and intelligence sharing among critical agencies responsible for internal security and public safety.

Under the emerging framework, agencies including the Department of State Services, Nigeria Police Force, Nigeria Security and Civil Defence Corps, Nigeria Immigration Service, Nigeria Customs Service, National Drug Law Enforcement Agency, Federal Fire Service and National Emergency Management Agency are expected to share intelligence reports and operational updates with the Office of the Special Adviser on Homeland Security for strategic coordination.

The intelligence gathered would subsequently be harmonised and shared with the Director of National Intelligence under the Office of the National Security Adviser, thereby strengthening collaboration with the Office of the National Security Adviser headed by Nuhu Ribadu.

Officials insist that the Homeland Security office is not designed to replace or undermine the Office of the National Security Adviser, but rather to complement it by creating a faster domestic coordination mechanism capable of responding swiftly to emerging internal threats.

Speaking on the philosophy behind modern security management, Major General Famadewa (Rtd) maintained that contemporary insecurity cannot be solved through military force alone.

According to him, security challenges in modern societies are interconnected with social, economic, technological, and institutional realities. “Interrelatedness is a major characteristic of modern society, and therefore, any talk of addressing insecurity by military force alone is like using paracetamol to cure cancer,” he stated.

The retired general, who is also pursuing a PhD in Leadership and Security at King’s College London, has consistently advocated a multidimensional approach to national security.

In one of his publicized articles, he argued that Nigeria must develop a clearer national definition of security while recognising that national security is the collective responsibility of government institutions and society as a whole.

Security experts say the Homeland Security initiative could become a major turning point in Nigeria’s internal security management. Unlike the Ministry of Interior or the Ministry of Police Affairs, the Homeland Security structure is expected to focus primarily on intelligence fusion, border security coordination, disaster management integration, state policing frameworks and inter-agency operational collaboration.

The distinction, according to analysts, is critical. While the Ministry of Interior supervises internal administrative security institutions and correctional services with the Ministry of Police Affairs focuses on police administration and reforms, Homeland Security is expected to function as a strategic coordination platform capable of unifying domestic intelligence and emergency response structures under one operational vision.

Observers also argue that Nigeria’s major security challenge has never been the absence of agencies but rather the inability to optimise and synchronise them effectively. For years, overlapping mandates, delayed intelligence sharing, operational rivalry and fragmented response systems have weakened national security outcomes despite the presence of multiple institutions.

The Federal Government is therefore reportedly considering broader reforms that may include streamlining vigilante groups established by various states, strengthening accountability mechanisms and possibly merging overlapping security agencies where necessary to improve efficiency and operational clarity across the country.

The Homeland Security framework is also expected to enhance border management and tackle transnational crimes, areas many experts believe require more direct and coordinated attention beyond the traditional responsibilities of the Office of the National Security Adviser.

In the area of disaster management, the initiative is expected to significantly strengthen the coordination role of National Emergency Management Agency by creating a more integrated emergency response system for floods, fires, humanitarian crises and other national disasters.

With over three decades of distinguished military and intelligence experience spanning counter-terrorism operations, intelligence fusion, strategic security management and international security diplomacy, Major General Famadewa is widely regarded as one of Nigeria’s most experienced security strategists.

Analysts believe his appointment reflects President Tinubu’s determination to build a more responsive, coordinated and technology-driven internal security framework capable of addressing Nigeria’s evolving security threats while improving institutional accountability and national preparedness.
